SPECIFICITY OF PROTECTIONISM IN THE GLOBAL ECONOMIC CRISIS

Abstract

Experience of the previous crisis suggests that condition of crisis cause changes and shifts in foreign policy of countries. The subject of this paper is to analyze implementation of protectionist measures in conditions of the recent crisis. Scope of the paper is to determine the specificity and trends in the implementation of protectionist measures as a result of the global economic crisis. Wanted answer relates to the question whether contemporary crisis has affected the intensity and types of implemented protectionist measures, and how this reflects to the future liberalization of international trade regime. Preliminary results show that some protectionist measures have been more significantly and more often used, and that their implementation marked the crisis. In contrast to tariff protectionism in times of Great Depression, protectionism in times of recent crisis includes wide range of sophisticated, often invisible, non-tariff barriers, what is in the scientific literature characterized as the murky or hidden protectionism. This implies the need to identify the basic characteristic and evolutionary character of protectionism as a result of the contemporary crisis.
