Modern business requirements and social expectations have produced a new management approach, and therefore access to public administration. Increasingly, the focus shifts to management skills, creativity and manager talents. Along with the establishment of the organization in a government institution, the key task for management is to determine its course of action, define objectives and develop strategies to achieve them. In addition to efforts to achieve organizational goals, managers must ensure that individual needs of their associates and other employees are satisfied. In order to better understand the management roles, theorists have grouped related activities into separate business functions. Although different classification of management functions have developed in theory and practice, the dominant classification consists of: planning, organizing, human resources management and management control, as a key managerial function. Regardless of their classification, the functions of management are related business activities that are interdependent and intertwined and it is almost impossible to make clear distinction among them.References
